Troubled is the beautiful land upon the 21 hills of greater Kampala, if communities are not actively involved in solid waste management SWM. Effective SWM plays a critical role in public health by preventing and mitigating health and environmental hazards.

The , Kampala Capital City Authority Solid Waste Management Ordinance spells out the roles of the authority, business entities, city dwellers and other stakeholder including the illegality of dumping garbage in illegal places like water bodies and public streets [iii].

Additionally, the Solid Waste Management Strategy SWMS as revised in , highlights the need for sensitization of members of public on waste management including sorting waste, use of skips, recycling, minimization, and adherence relevant laws. Much as the responsibility of enforcing this ordinance rests with KCCA, inadequate implementation has been noted [iv]. As earlier eluded, KCCA largely works with private companies which can hardly meet the need while most city dwellers are unaware the ordinance details and there lacks a clear policy statement on direct community inclusion on SWM.

Equally, notable has been lack of specific SWM work-plans and budgets, ultimately promoting unacceptable practices like indiscriminate dumping and burning of garbage in the city. As public health practitioners, we believe in the great potential of private — public partnerships that empower communities in finding local innovative solutions for sustainable waste management. There exist opportunities for KCCA to amend the ordinances to support active involvement of communities and informal community associations as partners in active SWM, and to mobilize city dwellers, business owners and local associations for sensitization on proper SWM and public health dangers associated with poor management.
